The Preferred Outlets at Tulare address is: 1407 Retherford Street, Tulare, CA 93274. This location is plainly visible from the lanes of traffic on the east side of the California 99 Freeway. However, if you're heading to the mall from the south (eg. Bakersfield or Los Angeles) you'll reach the exit to the mall BEFORE you can see the buildings.
